Signals are judged only on each person's own TypeSafe key. An admin should be able to choose: the server's key (TYPESAFE_KEY) pays, and Signals are there for everyone; or each person turns Signals on and enters a key of their own, checked with TypeSafe before it is saved. Today a key is saved without being checked, and Signals show for people with no key.

Done in 9a41641: Admin, Server has 'Signals for everyone, on this server's TypeSafe key' (signals_on_server; needs TYPESAFE_KEY). Off, each person turns Signals on in Settings with their own key, checked with TypeSafe before it is saved, and the Signals folder shows only once on. Deployed as ipx 1.3.1-dev and ipx-web 1.1.1-dev; turned on for ipodderx.sdf1.net.
