The theme is kept on the account (entry in the database, PATCH /api/me) and every browser signed in as you gets it. Asked for: the theme per device, in a cookie, e.g. Glass on a phone and Dracula on a desktop. The account's stored theme can seed a device that has no cookie yet, once, so nobody loses their choice in the move.

Fixed in f57f824: the theme is kept per browser in a cookie. A browser with no cookie yet starts from the account's stored theme once, so nobody loses their choice. Deployed.
