A new or edited Signal looks back 30 days, about 8,000 items on production, one TypeSafe call each; editing a Signal drops every verdict and asks the whole month again. Make the window an admin setting, 7 days by default. On an edit, ask again only the items the Signal had picked out, and new items as they come; what it passed over stays passed over.

Done in 2077ea5: Admin, Server, 'Signals look back (days)', signal_days, 7 by default, 1 to 365. An edit marks what the Signal picked out (signal_verdicts.recheck) to be asked again, however old, and those stay in its list until answered; what it passed over stays so, and new items are asked as they come. Deployed in ipx 1.3.1-dev and ipx-web 1.1.1-dev; docs and ipxreader.app updated.
