reqwest is built with gzip alone, so a publisher that would send brotli or zstd sends gzip or nothing. Enable reqwest's brotli and zstd decoding for ipx's and the directory's fetches.

Fixed in 8f19d88, deployed in ipx 1.2.1-dev and ipx-directory 1.1.2-dev: reqwest's brotli and zstd features, so fetches accept br and zstd as well as gzip.
