The page's type-check catches little: strict is off #235

tsconfig.json has strict off, returns any, and API data is any, so npx tsc catches little beyond undefined names. With strict on there are 428 errors: noImplicitAny 272, strictNullChecks 200, useUnknownInCatchVariables 29, strictPropertyInitialization 1, the rest 0. Plan: the flags that cost nothing, catch variables, types for the API's data and S, then noImplicitAny; strictNullChecks and a typed after, on their own.

Done in 78704e4, af6eae9 and ec2b9e8, deployed in ipx-web 1.0.2-dev: strictFunctionTypes, strictBindCallApply, noImplicitThis, alwaysStrict, useUnknownInCatchVariables (why(e) for a caught error's message) and noImplicitAny are on; web/src/types.ts types what the API sends and S. tsc, page-smoke, page-unit, native-bridge and all 74 browser tests pass. strictNullChecks and a typed $ are #236.
