Found in ipx-directory's log after #205 deployed: a snapshot from tower, 1471 feeds, about every 33 seconds. ipx wakes the sharer after every scan, and a scan runs every half minute or so (it checks only the feeds that are due), so the same list is sent and the directory rewrites its rows each time. It should send only when what it would send has changed, or the half-hourly refresh is due.

Fixed in 7ff6f86, deployed: ipx compares the snapshot (with the address and token it goes to) with what last went, and sends the same again only after half an hour. Since the deploy at 15:35, three scans and one snapshot.
